Shipboard thievery, robbery, and the occasional sacked town.
It has been around as long as ships were which carried valuables. Ancient Egypt couldn't protect her holdings on the east coast of the Mediterranean. At times in the Aegean, it seemed that there were more pirate ships than non-pirate ships. At times, nations were supported by this means: The Red Sea, the Adriatic Liburnian peoples, the Cilician pirates, etc.
