Quinn, I know of no reason why any group can't move where it wishes as long as it follows the Code of Conduct and as long as it has some thematic historical connection. If you have any questions, please feel free to contact JoJo Nebuchadnezzer or Apiladay ApilSin, another Babylonian scribe, but as the rules currently stand, no "permission" is needed (although politeness is always appreciated).
