Or maybe it's just that no one has gotten around to volunteering to create a Celtic Londinium. The existing hoods are not set in stone as the only ones that can or ever will be created. They are an opening group of hoods designed to allow the members of Ancientworlds to see what might be done with hoods. Let's not look for dictatorial actions where none exist.

If anyone wants to create a city that hasn't already been founded, all you have to do is contact a scribe (so you can find out if what you're suggesting is already in the works) and volunteer to do the hood creation. If someone is already working on the same idea, I'm sure the scribe would direct you to them so you can volunteer your assistance. And any demi would be more than happy to create the space for the new hood.
