Dogs are generally not allowed on beaches in the USA, I think people are concerned about poop not being picked up, which there would be enough inconsiderate people here that it wouldn't be.

While Tabitha can't go into restaurants, there are individual shop owners who love to have her come inside. Malls though, are out.
