A great site for those into photo restoration and retouching (though its also very useful for those of us just into manipulation too *grin*) is ReTouch PRO. You'll find a range of useful tutorials there, plus you can pick up some great tips in the forums.

Another wonderful resource for restoration and retouching photos is the Digital Darkroom portion of The Light's Right Studio. Great tutorials and tips, but the best bit is the Photoshop Tools section where you can download free actions, presets, and scripts. I can greatly recommend the B&W darkroom toning actions! :)
