Clearly, there is a link to the ancient Germanic peoples using the Externsteine as a solar/moon observatory, a religious center, and a place of pilgrimage. But, I do believe that the Celts of the Danube Valley also used this natural rock formation that is located in the Teutoburger Wald [Forest].
Also something to note, the ancient Germanic peoples called the Celts [and Romans] a Walha or a foreigner/stranger, perhaps coming from the term to identify the Volcae. Take note of Wales, Welsh, Cornwall, etc.
