I think part of HBO's style is to slow the pace down every few episodes to rein us in and leave us all chomping on the bit. They can't sustain the high level of action and tension for too many weeks in a row so they go the other direction for an episode or two. I predict a couple of slow episodes before they begin the final sprint to the season finale as well.
