Actually - it is how a writer's choice of words can make an impact. Is it a strong impact? It is a weak one? It is no impact at all. We've taken so very well-known verses (at least here in the US) and rewritten them. The meaning of the phrase is the same, but the impact has been lessened by different word choice.
A Tales of Two Cities:
It was the best of times, it was the worst of times.
A very dramatic opening.
But if you change the word choice to:
The time was good, the times was bad.
It doesn't make much of an impact...
