And my idea (in regards to the Neighborhood project) and the RPG aspects AS had):
If citizens truely wants to start the Deme idea based on AS, I'd say start a message board with just that idea in mind. Then, after the neighborhoods are set up, the issue of Demes can be broached again.

Forgive the weirdness of the message as I'm on much cold medicine and the colors are quite pretty :)
