Thank you for bringing my muddled thoughts on the subject in an acceptable form!
Since we will be forced by the PTB to do it (and I don´t think there is a way to *code* the whole thing without Germania. It´s either all cities or none ...) the idea of taking loosely connected Germanic-/Viking- inhabited areas, regardless of families/ tribes/ timezones, seems the best (yeah, I know...) solution for the moment.
And I like the expression of homelands better than anything that has come up so far too!
