"I am not sure what purpose your Bill serves, my dear Appius Terentius. The owners of the insulae will not benefit since they will have to tear down their own buildings or face the wrath of the State. The State will not benefit since the Treasury will have to offer compensation for those owners of insulae that have been knocked down. And the dwellers of the insulae will not benefit since they will be made homeless. There are many measures which could improve the lives of those in the Subura, but sadly this is not it. I vote Nay to this ill conceived Bill."
