Sextus Agrippa Rufus knew that Gallus would support awarding a man for his bravery. The bravery of a man's actions had merits regardless of whether the battle in which they occurred was one lost or won. Rufus also knew, though, that Gallus, a Vir Militaris through and through, would insist that the award be one proper to the action at hand.
It was with that in mind that Rufus rose to make an amendment to the SC just offered.
"Friends. Senators. I wish to join Cassius Julius Scipio in his recognition of the courage of Tiberius Caesar during the ill-fated assault on the pirate camp at Asinara Island. I would, however, wish to offer this ammendment to the SC de Caesaris Praemio:
"That the award for consideration be the Gold Torque, rather than the Corona Navalis. Technically speaking, the entire action which took place on the ramparts of the pirate camp, wherein our Caesar was wounded, was a land battle. The actual fighting all took place well away from the ships.
"The Gold Torque is of equal value to the Naval Crown, but more correct and suitable for proper recognition of the battle in which Tiberius Julius received his grave wounds, from which we all hope he recovers speedily."
