A short, rotund man bustled through the confusion of the Forum, and then the Assembly, to reach Rutilius Lupus, Marcus Aemilius Corvus' man in the Assembly. Silently, he handed the young pleb a note, and then rushed off again, saving his words for the multitude of crowds. The note simply read:

Lex Galla Flaminia Dies Distinctus Pro Ludi - AYE
Lex Flaminia Galla Colligo Ludus - NAY
Lex Fictitia Tribunate - AYE
Lex Agrippae Suburae Conservum Platea - NAY
Lex Fictitia Officium Aediles - AYE
