mentioning the "color scheme for each hood", to ne honest, LOL But yeah, one color per hood, as a kind of visual reminder of where you are
A further suggestion would be to use nuances of the same color for each realm (I don't think breaking it down to the district level would be relevant, however). And still at the visual level, a ding or some kind of graphic element that could be used as a "signature" piece for each hood
I don't want to start a whole "VW should or shouldn't be centered on the Vikings" piece, if only because I did it before AND from what I understand, the Varangian Way's organization will be discussed later down the road. I'll just give a few facts, since not everyone may be familiar with its history: Itil was a city, the third capital of the Khazarian Kaganate starting circa 750 AD and more or less for the next two centuries. It was located somewhere around the delta of the Volga (the exact location was, at least as late as last year, still a matter of debate). Itil was a multicultural, multiconfessional town, notably because it was at the crossroad of several trade routes, one of which being the Silk Road. The Vikings were one of the people who had a presence there (however, I haven't looked into the history of the region to find out if Vikings settlements had been documented elsewhere within the Khazarian Kaganate)
My opinion in short: if there are specific Vikings settlements that existed within the Khazarian Kaganate, geographically, it would make sense to keep them within the VW; culturally, it would be more tricky. On the other hand, the city of Itil proper was a Khazarian capital: I think it would make little sense for it to be part of Scandinavia, both geographically and culturally
